The "Check for Updates" of ElecKey is failing when connecting to Internet via proxy server.

You could set the proxy server in the Windows Control Panel. Go to the Control Panel, and open the Internet Options. In the Internet Options, click the Connections tab. Under the LAN settings, you can enter the Proxy Server settings.
